Teenage Suspect hurls expletives, threatens and assaults officers; Time to talk noise ordinance – just not too loudly; Upcycle your fabric

The Cannon River Drug and Violent Offender Task Force, using a confidential source, discovered a person selling Xanax on snapchat.  Pictures and videos on Snapchat and Facebook identified 18 year old Nikolas Devon Secret, of Rosemount, as the seller.  According to the criminal complaint, the CS set up a buy with Secret and an Undercover Agent to buy 300 pills for $750.   They met last Friday at the Super America in Faribault.  Secret got into the backseat behind the undercover agent who wanted to see the pills first.  Opening the bag, the agent knew they were NOT Xanax and asked, “what’s this?”, Secret said “that stuff’s straight” and grabbed at the cash.  There was a struggle and the Agent felt things were going to escalate and feared for the CS and

so, let the money go.  Other law enforcement responded and pulled over the getaway car.  Secret had stuffed most of the money down his pants.  He got agitated and resisted the officers, spitting and kicking.  Sheriff Troy Dunn arrived on scene, saw what was happening and was kicked in the head as he tried to get Secret in the squad car.  It took several officers to get him inside.  He was also verbally abusive and threatened to murder the police.  Secret is charged with 5 felonies including Simple Robbery, 5th degree sale of narcotics and assaulting a peace officer.  The maximum sentence for the most serious charge is 10 years.  Bail has been set at $75,000 with conditions.  When he was not released from the Rice Co. jail, Secret got mouthy with the Judge.  His omnibus hearing is July 11th.  I spoke with Sheriff Dunn who noted that one of the warning signs was when Secret got into the back seat of the car to do the drug deal.  He added that law enforcement is never certain what type of situation they’re going to come upon or how a suspect is going to react.  He added that when Secret kicked him, he’s glad he put his head down or he could’ve had a broken nose.  Note, vulgar language is used in the complaint.   Secret Complaint

Time to talk noise ordinance – just not too loudly

Northfield Police Chief Monte Nelson discussed the new Unlawful Noise ordinance Council approved last September.  The first section addresses the “general noise ordinance” …  Summary – Nfld Noise Ordinance – June 2017

While that sounds like daunting legaleise, Officers take into consideration time of day, duration, the location, the number of people involved, be it those making the noise and/or those complaining.  Nelson said, “even though it’s in black and white written, it’s not black and white.  We try to be reasonable when we’re enforcing it”.  The second part of the ordinance pertains to problems such as outdoor music, home parties, horn honking.  In the commercial/industrial zones which includes downtown, Sunday through Wednesday nights the shutdown time is 10pm, Thursday through Saturday, shutdown time is midnight.  If they get complaints on excessive noise before that timeframe, it’s a judgement call.  In residential zones, shutdown is 11pm Thursday through Saturday.   Zoning Map – Northfield       Nelson encourages residents having a party to inform their neighbors.  The police department’s aim is compliance not citations. Upcycle your old fabric

Upcycle your unused fabric to make into bags! The Northfield Library is taking fabric donations for Northfield Boomerang bags.  They need clean fabric, from crisp sheets to light upholstery fabric. Pieces should be at least 1 yard in length. Thread and scissors appreciated too!  The library’s accepting donations during open hours now through July 7th
