A man suspected of conspiring to commit murder was arrested in rural Northfield.  According to a press release from the Rice County Sheriff’s office, 26 year old, Jesse Allen Helgeson was arrested on Monday afternoon at about 1p.m. at the Flying J Truck Stop in Northfield. Helgeson is being charged with conspiracy to commit premeditated first-degree murder.  Helgeson is currently being held in the Rice County jail.  According to the complaint a concerned citizen shared text messages with Sgt. Yetzer and other law enforcement officers of Helgeson conspiring to have someone killed.  The entire complaint can be viewed online at kymnradio.net in an earlier post.

Public Safety Center, Rental ordinances and Domestic Partnership Registry

At last night’s Northfield city council meeting, council set the public hearing date for the new Public Safety Center for June 5th, they also set the amount for the sale of CIP (Capital Improvement Bonds) to buy the property and build the facility at the limit of what is available to them, just over $7 million.  They can always bring that number down but cannot raise it.  Council approved the first reading of the rental ordinance changes allowing relative rentals and temporary licenses to those under hardship by a 6 to 1 vote.  Councilor Pownell voted against it.  Mayor Rossing and Councilor Buckheit had some questions about what circumstances may  qualify for the temporary license.  These will be illuminated at the 2nd reading.  The temporary license would be issued for qualified homeowners for 12 months with an option to renew for another 12 months.  This license would only be allowed once every 5 years.  There will also be the option of going to the Rental board of appeals.  A second reading will be necessary before it’s put into law.

Councilor Pownell was the lone NO vote to receiving the Domestic Partnership Registry.  She felt it was a political issue that belonged more on the State and National scene.  There were a number of public comments in support of the ordinance before the vote including the 2012 Joseph lee haywood winner Molly Woerhlin.  The registry is for 2 adults who’ve formed a relationship and want nearly the same rights as a married couple.  This is not gender specific.  The city cannot directly enforce laws to benefit the registered partners but to recognize the relationship.   There are companies in Northfield that offer benefits to Registered Domestic Partners.  The first reading of the Domestic Partnership Registry is set for June 5th.  The meeting is archived online at kymnradio.net

On the Consent agenda was a 2 and ½ % raise for city employees as well as adoption of the 2012 street assessments.  After the March 20th public hearing some minor adjustments were made and the total cost of the project was lowered by 6% to a total of nearly $2.8 million.  Council approved the sale of nearly $1 million in General Obligation Improvement bonds to help fund the project.  The consent agenda, which is voted on all at once, unless a council member asks to move it.

The new Director of Teaching and Learning is…

During the Northfield School Board meeting this week, they hired a new Director of Teaching, Mary Hanson, who was a Principal at Madelia Elementary for 13 years.    She will also be responsible for the RTI implementation that focuses on the student who is struggling with learning.

The Dundas city council last night discussed the conclusion to the lawsuit regarding Rejoice Church and the Environmental Assessment Worksheet.  The Minnesota Court of Appeals ruled in favor of the City of Dundas and Rejoice Church saying they did not need an EAW.  The plaintiffs have a 30 day period in which they can appeal.  The Titan lawsuit continues as attorneys for both sides continue to negotiate.

Fire Protection is talk of the towns

Dundas hired 2 new part time police officers.  That fills out the city’s need.  The council also discussed fire protection.  An intergovernmental meeting took place about 3 weeks ago where the Isanti Fire Chief presented their agreement with surrounding communities.  At the same time, the city of Northfield requested that the townships involved the the fire protection district decide how they want it look.  The possibility of a Joint Powers agreement seemed to be the most viable option.  Dundas currently contracts with the Northfield Rural fire.  They have been recently negotiating with the city of Northfield’s Fire Department.  The townships are proposing the formation of a study group to analyze options.  All of the townships and towns including Dundas and Dennison, agree that they need to discuss the best way to provide fire protection.

Street assessments and related motions

The Northfield city council meets for a regular meeting tonight at 7 o’clock.  On the consent agenda is adoption of the 2012 street assessments.  After the March 20th public hearing some minor adjustments were made and the total cost of the project was lowered by 6% to a total of nearly $2.8 million.  Council is being asked to approve the sale of nearly $1 million in General Obligation Improvement bonds to help fund the project and award the construction project to Heselton Construction of Faribault.

Rental Ordinance No. 933, Domestic Partnership Registration and Public Safety Center

On the regular agenda, council and the public will hear the first reading of ordinance No. 933 amending Northfield City Code Chapter 14 Article III: Rental Ordinance.  Staff is requesting the Northfield City Council approve amendments to the rental ordinance allowing properties to be legally occupied by the property owners’ relatives and to allow staff to issue temporary rental licenses to property owners for hardship or employment situations.  Language was added to include domestic partnerships in the relative rental ordinance.  Staff and City Council have recognized an issue with hardships being endured by some property owners, including job transfers, foreclosures, bankruptcies, or difficulty selling their home. This changes the code that was enacted in 2007 that would only allow for 20% of properties on a block to be rentals.
Council will also hear the first reading of the Domestic Partnership Registration Ordinance.  Also on the regular agenda is the Public Safety Center.  Council is being asked to consider two resolutions related to it.  Set a public hearing date for the approval of a Capital Improvement Plan on June 5th and create a new capital projects fund for the project.  There are several variations on funding they’ll discuss.  The meeting will be streamed live online at kymnradio.net.

The Dundas City Council meets tonight in closed session at 6 o’clock.  They’ll continue discussions over the Titan lawsuit.  Their regular meeting will start afterward.  Included in their packet is a letter from Mayor Rossing asking their input on the level of involvement they want in regard to the northfield rural fire protection district.  There are several scenarios offered as well as the opportunity to come up with their own ideas.  City Administrator John McCarthy will be in tomorrow during the Jeff Johnson show to discuss the meeting.

Bridge hits happen twice in one week

Twice last week the 7th street NW bridge in Faribault was struck by trucks too tall to fit underneath it.  Normally it’s struck 3 to 4 times a year.  Each time at least one police officer has to take a report, direct traffic and assess the damage.  The danger is if you’re right behind the truck when it happens or those coming in the opposite direction possibly being hit with debris.  Although plenty of warning signs are up, some drivers still ignore them.  Faribault residents are clamoring to have something done.  Although several options have been considered, logistically it continues to be an issue that will require more thought.

Nice boost for Riverwalk Market Fair

Riverwalk Market Fair will get a big boost from the Northfield Economic Development Authority.  They just approved a budget of $16,000 to support the promotion and marketing of the fair for 2012.  Started in 2010, Riverwalk Market Fair, which hosts 60 local artists and 40 farmers and food artisans, generated $240,000 in new revenue the last couple of years. Last year the fair drew an estimated 20,000 visitors.  EDA President, Jack Hoschouer says the funding provided by the EDA enables Riverwalk Market Fair to increase publicity and advertising to attract more visitors from the region and the Twin Cities.

Click it or ticket – law enforcement unite to lower teen deaths and raise seatbelt usage

Expect an impressive procession of patrol cars and officers lining up at the Northfield Hospital tomorrow (Monday) at 2:30.  Southeastern Minnesota law enforcement and Toward Zero Deaths safe roads coalition are joining forces to launch increased seat belt awareness and enforcement.  There will be a number of speakers including Rice County Sheriff Troy Dunn and Northfield Deputy Chief, Chuck Walerius.  Between 2007 and 2011, more than 1600 Minnesota motorists were killed in traffic crashes, only 45% of them were belted.

St. John’s Bible pages come to Weitz Center tonight

Called “one of the extraordinary undertakings of our time” by Smithsonian Magazine, The Saint John’s Bible is the first handwritten, illuminated Bible commissioned by a Benedictine Abbey in over 500 years. And the Executive Director of the Saint John’s Bible Project at Saint John’s University in Collegeville, Tim Ternes, will present “From Inspiration to Illumination: An Introduction to The Saint John’s Bible” at 7:30 p.m. tonight in the Carleton College Weitz Center for Creativity Cinema.  This monumental work in seven volumes was officially commissioned in 1998 and the final “Amen” of Revelations was penned in May of 2011 by calligrapher and artistic director, Donald Jackson, at his scriptorium in Wales.
This is a rare opportunity to learn more about the conception, processes, tools, methods and materials used to make The Saint John’s Bible. Following the presentation, guests will have the opportunity to handle vellum and writing quills and to see full-size, beautifully-bound fine art reproductions of some of the pages of The Saint John’s Bible. This event is free and open to the public.

Rice County has one of the highest traffic death rates in the state and Rice County attorney, Paul Beaumaster wants to change that.  Beaumaster says that Isanti county, which is the mirror image of Rice, adopted a sober cab program and saw a dramatic drop in accidents and deaths.  Surveys were sent out to local restaurants, bars and liquor stores.  The interest was high enough that Northfield was selected as the first community to test out the program.  One obstacle to these programs is parking and the possibility of being towed.   Public Safety Director, Mark Taylor has a plan for a parking pass that would allow those taking the “safe cab” to leave their cars without fear of being towed or ticketed.  While they’re still working out the finer details, they’ve garnered a lot of support from local businesses.   Part of the program would include an opportunity for people to call the cab company and pay $5 up front to get service from their home to the bar and back again.  Beaumaster is hopeful that people will plan and head when they know this option is available to them.   They’re hoping to have the Safe Cab up and running by July 1st.

Dakota County adopts social host ordinance

The Dakota County Board of Commissioners Tuesday unanimously approved a social host ordinance, making it illegal to host a drinking party in the county’s 13 townships and its six southern most cities, including Randolph.  The law was enacted in Northfield last year.  It will go into effect June 1st.  Anyone convicted of violating the ordinance faces a maximum of 90 days in jail and/or a $1,000 fine.

Nakasian says Bridge Square PO still on the block

Senators Al Frankin and Amy Klobchar worked provisions into a Senate bill that would put off the closing of rural post offices across the country.  On Tuesday, the nearly bankrupt USPS backed off a plan to close thousands of rural post offices after May 15th and proposed keeping them open, but with shorter operating hours saving $500 million a year.  The Senate-passed bill would give the Postal Service an $11 billion cash infusion but also impose a one-year freeze on shuttering rural post offices. I spoke with Councilor Suzie Nakasian, who’s been beating the drum all the way to Washington DC, to save the Bridge Square post office.  She says this bill, unfortunately will have no effect on the sale of the historic post office.  Nakasian remains in talks with officials.

Stamp out Hunger with the Northfield PO

The Post office wants to stamp out hunger.  The annual food drive for the Northfield food shelf is tomorrow.  Postal carrier Tony Katola asks that you leave food or a check on your doorstep by 9am. Items to be collected must be non-perishable and they ask that you do NOT leave any glass containers out.  Last year the local post office collected 3 tons of food, they hope to increase that this year.

The Red Cross is sponsoring a blood drive today from now until 3 o’clock at Culver’s on Hwy 3 in Northfield.

Paula’s guest today is soprano soloist Donna May. This weekend she will be singing with the Cannon Valley Regional Orchestra for The Last Century concert featuring 20th century pieces by composers Barber, Coates, Copland, Gershwin, & Kern.

Soprano Donna May has been a regular guest soloist with the Cannon Valley Regional Orchestra for more than twenty years and recently sang in the 2009 production of Bizet’s opera “Carmen.” She is a graduate of Kent State, St. Olaf College, Univ. of North Carolina at Chapel Hill, and the Karl Orff Institute. She has sung professionally with many groups including the St. Paul Chamber Orchestra and churches throughout the Twin Cities. May has taught for nearly 30 years in music, religion, and ancient history. Currently she teaches at St. Agnes School in St. Paul where she conducts the children and high school choirs.  She is married to her high school sweetheart, Jim, professor of Classics at St. Olaf College.

One of two defendants charged with the July 2011 murder of Northfielder Shea Stremcha has pleaded guilty to second-degree murder.  The Northfield News reports that 28 year old, Robert Shelby Emmanuel of St. Paul, changed his not guilty plea during an April 25 hearing in Hennepin County court.  Emmanuel is scheduled for sentencing on June 28th.  He along with 22-year-old Semaj Williams, of Brooklyn Park, were charged with breaking into Stremcha’s home last July 20 and shooting him.  Williams is set to go on trial May 21st with jury selection scheduled to start on the 14th.   The 25 year old Stremcha was a 2004 Northfield High School graduate.
