A Northfield man blames sex for scrape marks on his ex-girlfriends neck. Northfield police were called to an apartment on Heritage Drive at about 8:45 Tuesday night on report of a domestic assault. According to the criminal complaint, the victim said she and her ex-boyfriend, 19 year old Mason Scott-Hogfoss live together. She got home from work at 8:30 and Mason started calling her names and they argued about her new boyfriend. At one point he grabbed her and threw her to the floor. She said she couldn’t breathe and almost passed out. The victim threatened to call the cops. Mason pleaded with her, tried to grab the phone, then said he would lie to the police.
Officer Jandro saw red marks on the woman’s neck and scrapes near her throat. Mason said she got those because she liked to be choked during sex. He’s charged with domestic assault by strangulation, interfering with an emergency call and 2 counts of domestic assault. His initial court appearance is November 30th. Scott-Hogfoss
Nfld closer to becoming first in MN to offer City Identification cards
Northfield could be the first in the State of MN to offer a Municipal ID. In a standing room only Council Chambers Tuesday night, City Administrator Ben Martig introduced a draft ordinance. He said, “there was really tremendous amount of research done in advance with the community members and our Human Rights Commission. Which helped clear the path a little bit for staff. But we determined it’s legal to do it, it’s just another form of identification we can provide”. City attorney Chris Hood looked at data practice issues in terms of privacy. Staff will come back to the Council on December 5th with a few changes, including no age limit on the ID cards and the possibility of adding a barcode so they could double as a library card. Martig said they’ll continue to look at implementation details with the staff. That is not part of the Ordinance process but how and when they would deliver it and how would they staff it. Ten people spoke at the meeting, ranging from Juniors in High School to senior citizens. The collective thread was inclusion in the community. The photo ID would include name, date of birth, address, and gender identity, which could be non-binary or simply X. The ID’s will not be accepted to buy alcohol, vote or drive. There may be limited use of some bank services, however, banks are federally regulated. Supporters of the ID card are looking to local businesses to offer discounts for card carriers. The ordinance could be passed before the end of the year with implementation around March. There are still details to be worked out. Northfield would be the first in the State of MN to offer the ID card. Nationwide, there are about 17 municipalities and counties that have the option. Mostly in New York and the west coast.
