In May, the Northfield City Council adopted its 20-year Comprehensive Plan, and at the end of the month, it also adopted its 3-year Strategic Plan. While input on the plan began this past fall, the current council has spent several work sessions, including a full Saturday, developing goals and ideas for the Strategic Plan.
The plan identifies four main priorities
- Improve Financial Strength
- Increase Housing Availability
- Achieve Infrastructure Suitability
- Enhance Service Delivery

Each of these priorities has its own outcomes, targets, and initiatives, which are often fairly straightforward. For example, in the Improve Financial Strength priority, one of the targets is to have a $50 million net increase in Commercial/Industrial tax growth by 2028. Or in the Housing Availability category, the target is to add 50 single-family homes each year till the end of 2028.

Mayor Erica Zweifel stated that one of the biggest changes about this plan was that it was far more focused than previous plans:
“Instead of 6 major priority initiatives, there are now 4. So, trying to be a little more focused, one concern with the previous one that we hear from a lot of people is that it was just it was over overly ambitious.” – Erica Zweifel, Northfield Mayor on the KYMN Morning Show
Among the other goals stated in the plan are: creating a flood-resistant community, removing the dam on the Cannon River, creating a downtown managed parking plan by the end of 2026, and expanding both single-family and multifamily housing options.
