On Monday, the Northfield School Board held its annual Public Hearing for the Comprehensive Achievement and Civic Readiness (CACR) Plan. Previously known as the World’s Best Workforce report, each school in Minnesota has presented this annual report, with district-specific measurements for each goal. The five goals are:
- All children are ready for school.
- All racial and economic achievement gaps between students are closed.
- All students are ready for a career and college.
- All students graduate from high school.
- Prepare students to be lifelong learners.

Superintendent Dr. Matt Hillmann said that while the district has many goals and measures beyond this one report, these five goals are also meant to inspire everyone in the district:
“And so we’ve learned over the years that setting very finite goals is important, but they don’t necessarily inspire. So we’re going to increase the proficiency of this group from X.2% to Y.3%. That isn’t something that people think about when they’re eating their breakfast in the morning. We took that concept, though, and said, How can we make something more memorable? You know that our school district vision and strategic commitments are memorable.” – Dr. Matt Hillmann, Superintendent of Northfield Public Schools on KYMN in the Morning.
Overall, Northfield met 2 goals: Children Ready for School and Preparing Lifelong Learners. Partially meant one goal: students are ready for career and college, and did not meet the final two goals. Though in the closing, all racial and economic gaps goal, the district saw significant improvement.





Hillmann said that in order to help achieve this, they simplified their goals into a framework: 80-90-100, which breaks down to:
- 80% of students are proficient in the State Standards
- 90% of students are proficient in social and emotional learning
- 100% of students are growing each year and feel safe.
Here’s Hillmann explaining the framework with the 80% category:
“But if we have 80% of the students reaching that proficiency level in their current grade level, we have high-quality instructors with specialized skills. to be able to help the 20% that aren’t there yet to be able to achieve that. We have those additional services that we can provide to students. If we have 20% of students who aren’t there yet.” – Dr. Matt Hillmann, Superintendent of Northfield Schools on KYMN in the Morning
The goals and measures in the report are reviewed by a group called Northfield Forward, which is made up of teachers and community members who help advise on the goals and strategies to help achieve them.
