City Council Work Session Preview

The Northfield City Council will meet tonight in the Council Chambers at City Hall for a work session with just one item on the regular agenda, but it is a significant one. The council will discuss the future of the 5th and Washington redevelopment project. The discussion centers on the large city‑owned parking lot at that corner that has long been identified as a potential redevelopment site.

City staff will brief council members on the latest version of the project concept, which continues to evolve as the city works with the Economic Development Authority and outside consultants. The update outlines the current direction for the site, including a proposed senior‑housing cooperative as the primary private development. Public components under consideration include restrooms, a public parking structure, and space for refuse and recycling services to support downtown businesses.

The Councilors will also be asked to weigh in on several policy questions that will shape the next phase of planning. Staff are seeking confirmation that the overall development approach is still aligned with the council’s goals, and whether the proposed mix of uses — particularly senior housing — has the council’s support. The update also notes that the project will likely require city participation to move forward, including a contribution of the land itself and the use of tax‑increment financing.

As this is a work session, no votes are scheduled for Tuesday night, but the conversation is expected to guide staff as they refine the project and prepare future actions. The 5th and Washington site has been the subject of multiple studies and resolutions over the past two years, and city leaders say the redevelopment represents a major opportunity to add housing, improve public amenities, and make more efficient use of a key downtown property.

The meeting begins tonight at 6pm.
