City Council to Review Broadband, Fire Budget and 2027-28 Financial Planning

The Northfield City Council will tackle several major financial and policy issues during its work session this evening, including broadband franchising options, fire service funding, city fees and long-range budget planning.

One of the most significant discussions will focus on potential broadband franchising options as the city explores modernization of its cable franchising framework and considers alternative revenue sources. Council members will review information related to broadband infrastructure and franchising models as part of the city’s strategic priority efforts to identify new revenue opportunities.

The council will also receive a detailed review of the proposed 2027 budget and capital equipment plan for Northfield Area Fire & Rescue Services (NAFRS). The presentation is expected to outline operational costs, long-term capital needs and the City of Northfield’s financial contribution to the joint fire service. The discussion comes as cities across the region continue to face rising equipment and public safety costs.

Another item on the agenda is a review of proposed fee schedule changes that would take effect Jan. 1, 2027. City staff will present draft adjustments to user fees and service charges across various departments, allowing council members an opportunity to discuss the proposals before formal budget adoption later this year.

The final and likely most comprehensive discussion of the evening will center on the city’s 2027-2028 budget development process. Council members will review a budget presentation that includes a five-year financial outlook. The discussion is expected to help establish priorities and provide direction to staff as work continues on the next biennial budget.

Although no formal votes are typically taken during work sessions, the meeting will give council members an opportunity to ask questions, evaluate policy options and provide guidance on several issues that will return for future council action.

Members of the public will have an opportunity to comment on agenda items during the meeting. Individuals who pre-register may address the council for up to two minutes before additional speakers are recognized.

The work session begins at 6 p.m. at City Hall and is expected to conclude by 9 p.m. unless the council votes to extend the meeting.
